Alabama
Goodwyn, Mills and Cawood Inc. of Montgomery, Ala., recently announced the addition of three new employees to the firm.
In the Environmental Engineering Division, Jymalyn Redmond has been hired as an environmental manager. Redmond has more than 15 years of experience with the Alabama Dept. of Environmental Management (ADEM) and an extensive background managing the assessment and remediation of sites contaminated with hazardous constituents. At GMC, her primary focus will be to assist various municipalities with utilization options of old brownfield sites.
The Montgomery Municipal Engineering Division welcomes Brooks Butler and Brian Deaton. Butler graduated from Auburn University with a master’s degree in civil engineering and a bachelor’s degree in biosystems engineering. He serves as a project engineer and is responsible for engineering design and project development for projects throughout the state.
Deaton graduated from Auburn University with a bachelor’s degree in civil engineering in 2003 and recently left active military service after 12 years in the Army. After returning from service in Iraq in 2006, Deaton served as a company commander in Fort Benning, Ga. He has extensive experience in leadership, personnel management, project and construction management and will serve as an assistant project manager for the firm.

Arkansas
The board of directors of Allen Engineering Corp., Paragould, Ark., recently announced the following corporate officer promotions.
J. Dewayne Allen in now the chief executive officer and chairman of the board. Allen has been president of Allen Engineering since its inception in 1964. He was the recipient of the prestigious “Sam” Golden Trowel Award in 2005. He is a graduate of the University of Illinois in civil engineering.
Jay M. Allen is now the president. Jay Allen was previously the vice president of sales & marketing of the firm with over 10 years of experience. He holds a bachelor’s degree from Baylor University and a master’s degree from Texas A & M University.
Scott Sugg is now the vice president of operations. Sugg was previously the manufacturing manager. Before joining the firm, he held operations positions in the automotive and consumer products industries. Sugg holds a bachelor’s degree in engineering from the University of Tennessee at Martin.
Allen Engineering Corp. engineers, manufactures and markets concrete equipment.
VP Buildings of Memphis, Tenn., a manufacturer of metal building systems, has named Dennis Ford as the company’s new district manager for the Arkansas territory.
A resident of Maumelle, Ark., Ford will be responsible for working with VP’s network of builders in Arkansas, North Louisiana and Eastern Oklahoma. He will assist them with building designs and supply steel products.
“The Arkansas territory has historically been a very strong territory for VP Buildings,” Ford says. “I am excited about continuing to grow our services in this territory by providing great service to our builders and by offering comprehensive solutions to large and often complicated projects.”
Ford joins VP Buildings with more than 25 years of industry related experience. From 1984 to 1996 he was a district manager for a component company with offices in Arkansas, Louisiana and Texas. For the last 11 years he has been a district manager for a major pre-engineered metal building company in Arkansas.

Cajun Constructors of Baton Rouge, La., has realigned its operations to position itself for expansion and strategic acquisitions, and to better serve its customers.
In July, Cajun launched four new companies: parent company Cajun Industries LLC will oversee the operations of Cajun Constructors Inc., Cajun Deep Foundations LLC, Cajun Maritime LLC and Cajun Equipment Services LLC.
Cajun Constructors is a full-service turnkey construction firm offering an array of execution-based construction disciplines; Cajun Deep Foundations specializes in deep foundations work of all types; Cajun Maritime specializes in marine work off-shore and inland; and Cajun Equipment Services specializes in heavy equipment hauling and construction equipment maintenance and repairs.

Shreve Land Constructors LLC of Shreveport, La., recently announced that Craig Prothro has been promoted to vice president of operations. Prothro joined Shreve Land in August 2004 and served as controller for two years.
He was then promoted to operations manager. He successfully managed all aspects of field operations and assumed oversight responsibility of multiple construction jobs in a five-state area, earning him the promotion to vice president. Prothro has a degree in construction management from Northeast Louisiana University in Monroe.
Shreve Land is a commercial general contractor.
Col. Alvin B. “Al” Lee became the 60th district engineer of the U. S. Army Corps of Engineers’ New Orleans District in July during a formal change of command ceremony.
Lee has experience leading a coastal district with hurricane vulnerability and an important seaport: the Charleston District, Charleston, S.C. His latest assignment before New Orleans was as a fellow in the Secretary of Defense Corporate Fellows Program, assigned to Caterpillar Inc. in Peoria, Ill.
Brig. Gen. Robert Crear, division engineer, Mississippi Valley Division, and president of the Mississippi River Commission, placed the Corps of Engineers flag, symbolizing command of the New Orleans District, into Lee’s hands.
Also participating were Col. Richard P. Wagenaar, the outgoing New Orleans commander; Lt. Col. Murray P. Starkel, the deputy district engineer; and Ed Watford, the deputy district engineer for project management.
Lee is now responsible for a district which, in tandem with the Hurricane Protection Office, is working on appropriations exceeding $7 billion for hurricane restoration.
The New Orleans District’s responsibilities cover 30,000 sq mi of south and coastal Louisiana.
The Louisiana Dept. of Transportation and Development recently announced the appointment of former State Representative Roy J. Quezaire Jr. as the legislative liaison for DOTD.
Quezaire, who was first elected to represent District 58 in 1991, resigned his legislative seat prior to the DOTD appointment. Since 2001, he served on the Highway, Transportation and Public Works Committee, and has served as chairman since 2004.
Quezaire also served on the House Special Committee on Disaster Planning - Capital Area Subcommittee; the House Special Committee on Coastal Restoration and Flood Control; the House Special Committee on Disaster Planning, Crisis Management, Recovery and Long-Term Revitalization; and the House Committee on Homeland Security.
A native of Donaldsonville, Quezaire received his bachelor’s degree in business management from Southern University. He is the father of three children.
Terry L. Cormier has replaced Craig Duos as executive director of the Concrete & Aggregates Association of Louisiana. He recently retired from the Louisiana Dept. of Transportation and Development with 33 years of service.
The first 27 years Cormier worked at the Materials Laboratory for DOTD.
He started in the geotechnical field for the first three years of his career and then transferred into the concrete and physical lab. He worked his way up and became manager of both the concrete and physical labs at the Material Section.
He was responsible for all of the admixtures on the Qualified Products List and several other concrete related products on other lists. He was also responsible for putting the steel mill on the QPL so that testing of steel rebar was reduced. The last six years of his career with DOTD were spent as Federal Aide Administrator, which carried the responsibility for spending $400 million of federal funds on state projects each year. Cormier is presently ACI certified in Concrete Testing Grade 1.
Duos, a professional engineer, resigned his position to open his own engineering company in Baton Rouge. Duos was named CAAL executive director in 2001.
CAAL was incorporated in 1989 to promote the common business interests of its members in the ready-mixed concrete and aggregates industries.
Bill Petty, president and managing partner of the New Orleans division of Walton Construction Co. LLC, recently announced the following promotions.
Wayne Thomas has been promoted to vice president of estimating with 30 years of experience in construction in both estimating and project management. Thomas is currently a project executive on several military projects including the $31 million, Camp Beauregard project in Pineville, La.
Greg Collins has been promoted to chief estimator with more than 24 years of experience in construction. Collins is currently senior estimator of the New Orleans and Pensacola offices of Walton Construction Company LLC. He earned his bachelor’s degree in building construction technology from the University of Southern Mississippi.

Rebekah Canary has joined Walton Construction Co. as senior project manager. Previously employed by Clark Construction Group, Canary has more than 17 years of experience in the construction industry. She earned a bachelor’s degree in architecture from the University of Southwestern Louisiana. In her new role, Canary will be stationed in Baton Rouge, La., on the $88 million 19th Judicial District courthouse.
PSI of Baton Rouge, La., recently appointed Nelson Morvant as senior geologist, Rachel Keane as a project scientist and Randy Hardy as manager of the St. Francisville Bridge. They will all work from the company’s Baton Rouge office.
Morvant is a graduate of Nicholls State University where he earned a bachelor’s degree in geology.
Keane is a graduate of the University of Central Florida where she earned a bachelor’s degree in limnology.
Hardy is a graduate of the University of Southwestern Louisiana where he earned a bachelor’s degree in civil engineering.
PSI is an independent engineering testing firm and one of the largest consulting engineering firms in North America.
Tennessee
The board of directors of Nashville, Tenn.-based Hart Freeland Roberts Inc. architects and engineers has elected architectural project manager Tom Piland and land surveyor Mike Williams as stockholders. Both will now have the title of executive associate.
“Both Tom and Mike have contributed exceptional service and professionalism over a number of years as members of the HFR team,” said HFR Chairman Ron Franks. “It is fitting that the board chose to offer them ownership in the firm.”
Piland has been with HFR 23 years. He recently oversaw completion of the Alive Hospice suite at Skyline Medical Center’s Madison Campus in Nashville, and is currently involved in construction of Maury County Health Clinic in Columbia. He is also project manager for First United Methodist Church of Springfield, now in the design phase.
Williams, a registered land surveyor, is in his 17th year with HFR. Among current projects in which he is involved are the Guffee Farm development in the Williamson County community of College Grove, the extension of South Carothers Parkway in Franklin and the Savannah residential development in Hendersonville.
