Following the devastation to the Gulf Coast by Hurricane Ivan in September 2004, Basic Industries Inc. of Baton Rouge, La., was awarded a contract by C-Sharpe to begin immediate mitigation work to repair damages caused by water intrusion to 10 buildings in the Gulf Shores, Ala., area.
The contract specified that work commence Sept. 26, 2004, the day following contract execution.
C-Sharpe, a general contractor servicing the Gulf Shores-Orange Beach areas, specializes in weatherproofing and restoration. The company had signed contracts with about 50 high-rise condominiums to mitigate Ivan damages and commence the re-build process.
Acknowledging Basic's track record and ability to provide an ample labor force to assist with C-Sharpe contracts, C-Sharpe negotiated a contract in which Basic was to provide labor at a unit rate; materials on a cost-plus basis, and equipment at unit rates for company-owned and cost-plus for rental equipment.
C-Sharpe agreed to these terms on the condition that Basic would provide 60 laborers within 24 hours of contract execution. Once assured that Basic was capable of providing the promised resources, C-Sharpe increased their request to 100 laborers and the necessary supervision for that size workforce.
Along with logistical complications that were an overriding complication for the Basic team, the magnitude of consumables utilized was significant:
* 640 gal. of disinfectant
* 1,075 gal. of microbial encapsulate
* More than 5,000 sq. ft. of plastic
* More than 6,500 pounds of rags
All of the work was self-performed, with manpower peaking in September and October at approximately 135 men, and concluding in April with no OSHA recordables.
